what is the central axis - endocrine systems?

in the control of the endocrine system you often refer to the hypothalamic pituitary axis and sometimes hypothalamic pituitary adrenal axis etc.
in the lecture that i had it refered to that synthesis of endocrine hormones can be controlled in two ways: by the central axis and also by peripheral tissues which convert prohormone to active hormone. These two systems can sometimes be interlinked.

I was wondering regarding central axis - does that include hypothalamus, pituitary and also the endocrine organ ie adrenal cortex? or would the endocrine organ be considered as a peripheral tissue? because it converts prohormone to active hormone.
